A hundred million dollars — one-third of what lawmakers designated for health insurance premium rebates — is not needed and will be returned to state coffers. Last January lawmakers and Governor Mark Dayton approved a state-paid 25 percent discount in 2017 to those hit with big health insurance premium increases in the individual market. But the Minnesota Council of Health Plans says fewer people than expected bought insurance on their own this year, so the full 312 million dollars was not needed. Lawmakers and Dayton also approved a “reinsurance” plan, which they credit with holding down *2018* health insurance premiums in the individual market.
