Two juveniles have been charged with rioting and assault in connection with a fatal party bus shooting in Inver Grove Heights Saturday. A 17-year-old male and 16-year-old male are accused in the death of 19-year-old Billy Ray Robles of St. Paul. Officials say two factions–an east side group and a west side group–began arguing outside the bus at around 1:30 am in a movie theater parking lot. Witnesses say the two suspects fired shots at Robles, and another person who was struck in the ankle. Robles died at the hospital from a gunshot wound to the chest. Officials are still working to determine the identities of all the people involved and who fired the fatal shot.
