(St. Paul, MN) — Governor Mark Dayton has appointed Emily Johnson Piper, deputy chief of staff and lead attorney in his office, to head the state Human Services Department. She replaces Lucinda (loo-SIN-duh) Jesson, whom Dayton appointed to the state Court of Appeals last week. Piper takes the reins with the Human Services Department under continued fire from Republicans over problems with the MNsure state-run health insurance exchange. The department is also in the center of the dispute between a federal judge, Governor Dayton and the legislature over the state’s Sex Offender Treatment Program which the court ruled unconstitutional. Dayton appealed the decision.
