American Civil Liberties Union Minnesota is calling for an investigation of a Buffalo Ridge Drug Task Force agent, accusing Joe Joswiak of using excessive force against a suspect in July 2016 in Worthington. A dash-cam video shows Joswiak, weapon drawn, approaching a car with Anthony Promvongsa inside.
Joswiak then punches and knees the suspect multiple times, dragging him out of the vehicle to the ground where he is handcuffed. The Worthington Police Department says it will issue a statement. The suspect is facing charges of assault and fleeing an officer from an alleged encounter with law enforcement before the stop shown in the dash-cam video shown here, courtesy of the ACLU.
