The American Civil Liberties Union is suing the State of Minnesota, challenging its ban on covering gender-reassignment surgery for people on Medical Assistance and Minnesotacare, the state-subsidized health insurance programs. ACLU-Minnesota legal director Teresa Nelson says the ban “is not about money at all. It is really about a hostility towards transgender people.” Nelson adds state guidelines say that private health plans cannot deny medically-necessary coverage for transgender people. State Human Services Department officials say they’re reviewing the lawsuit and have no further comment at this time.
