A bill that would ban people from using hand-held cell phones while driving cleared its first hurdle in the Minnesota House today, passing a committee on a unanimous voice vote. Peggy Riggs told lawmakers her 20-year-old son was waiting to turn into their driveway on his motor scooter on a summer night in 2013, when was struck from behind by a 18-year-old who was texting and driving. Riggs said, “Imagine, if you can, seeing your child lying in the street right outside your home, motionless, clinging for life. Four days later, David was removed from life support.” State Patrol officials say ban on using hand-held cell phones while driving will make it easier to enforce state laws that prohibit texting and driving.
