Vice President Joe Biden has a campaign rally scheduled Friday in Duluth at a location to be announced. Duluth is the largest city in the 8th Congressional District, where incumbent Democrat Rick Nolan trails Republican challenger Stewart Mills in the latest poll — but with a large number of voters still undecided. It’s one of the most competitive U-S House races in the country.
