The Minnesota Legislature has passed and will send to Governor Mark Dayton a controversial health care “reinsurance” bill that would have the state pay the cost of care for seriously-ill Minnesotans, with the goal of holding down health insurance premiums for everyone else. The governor has asked H-M-Os for assurances that, if the state spends hundreds of millions of dollars on reinsurance, health plans will stay in the market and hold down increases in premiums. But so far, at least publicly, they have given no firm commitments. Senate Republican Majority Leader Paul Gazelka says, “Part of the reason we pushed forward on this now, and the way we did it, is the urgency of getting this step done. The plans have to have some certainty before the end of this month, as they roll out their rates for next year.”
