Hennepin County Attorney Mike Freeman is questioning whether state troopers should have continued the pursuit, even as he filed charges against an unlicensed driver who struck three young siblings on a north Minneapolis playground while being chased by officers. The criminal complaint against 27-year-old Kabaar Powell of Richfield indicates troopers chased him off I-94 and at high speeds through nearly two-dozen stopsigns before the S-U-V crashed and hit the children. Freeman says “while it’s always easy for those of us to second-guess,… these kids’ lives… are a lot more important than catching this guy, in my view.” State Patrol officials have refused to discuss details of the pursuit, citing the ongoing investigation. The agency’s policy states a pursuit should be discontinued “when there is a clear and unreasonable danger to the trooper, fleeing motorist or other persons.”
