A court appearance is scheduled this morning for a man charged in the 1992 stabbing death of 39-year-old Annette Seymour, whose body was found near the Cathedral of Saint Paul. 65-year-old John Capers is charged with second-degree murder. Investigators used D-N-A evidence to identify Capers in 2009, but it’s not clear why prosecutors took so long to charge him. A Saint Paul Police spokesman says it’s an issue of resources, case complexity and active-case workload for homicide investigators. Authorities initially arrested Seymour’s husband because the two had an abusive history, but he was released and D-N-A evidence ultimately cleared him — although not until after his death in 2008.
