Governor Mark Dayton and Republican leaders this week will likely begin mediation ordered by the Minnesota Supreme Court, trying to reach agreement on business tax breaks and other issues — a dispute that prompted Dayton to veto the legislature’s operating funds and Republicans to sue him. The governor says, “I can say sincerely that my goal is to get this matter resolved through mediation and get it resolved as quickly as possible…. I don’t want to protract this any longer than absolutely necessary.” But Dayton says his starting point in negotiations remains what it was three months ago. G-O-P leaders have steadfastly refused to repeal three new business tax breaks, saying part of the state’s budget surplus should go to improve the business climate. They’re also strongly opposed to allowing undocumented immigrants to obtain drivers licenses, and canceling changes to the state’s teacher licensing law.
