Governor Mark Dayton is proposing a 1.4-billion-dollar bonding bill for state public works projects, nearly 50 percent higher than typical bonding bills. In addition to more than 200 million dollars for water projects announced yesterday, Dayton wants southwest Minnesota’s Lewis and Clark Water System finished. He proposes 70 million to upgrade rail crossings at Moorhead, Prairie Island and Coon Rapids, a like amount for a new health science building at the U-of-M, plus money for an Education Village at Winona State. 90 million dollars would go for low-income housing; 70 million to complete renovations at the state Security Hospital in Saint Peter.
