A bill that passed the Minnesota Senate Tuesday would restore voting rights sooner for felons — when they’re released from prison, instead of when they complete parole. Minneapolis Democrat Jeff Hayden says “one in eight African Americans in this state is being disenfranchised by not being able to vote because they’re on probation and parole.” But Burnsville Republican Dan Hall says his constituents’ opinion on restoring felons’ voting rights sooner is, “Are you kidding me? If they hadn’t fulfilled their sentence and they have raped or murdered,… we would allow them to have their rights back? Not a chance.” The plan will have rough sailing in the Republican-controlled Minnesota House.
