Democratic lawmakers are outraged at a video showing a Minneapolis police officer kneeling on the neck of a handcuffed African-American man and ignoring his protests that he couldn’t breath. George Floyd later died, and State Representative Rena Moran says it was like watching Philando Castile take his last breath, “To see George Floyd take his last breaths and asking for mercy. I don’t know how you legislate humanity. I don’t know how you do that.”
Moran says Democrats brought forward recommendations but could not get agreement from the Senate. Republican leaders declined to comment.
