The driver who fatally hit a Wayzata Police Officer on Highway 12 Friday has been charged with criminal vehicular homicide. Officials say 54-year-old Beth Freeman of Mound struck and killed 47-year-old William Mathews as he was removing debris from the roadway. According to the complaint, Freeman, who was driving without a license, was under the influence of drugs and admitted to talking on her phone and receiving text messages before striking Mathews. During a field sobriety test, an officer noticed Freeman had constricted pupils and had difficulty counting backwards. Drug paraphernalia found in the passenger compartment of Freeman’s car tested positive for cocaine.
