Hennepin County Attorney Mike Freeman is responding to a report he is reversing course and calling a grand jury to consider whether charges will be filed against Minneapolis Police Officer Mohamed Noor in the 2017 shooting death of Justine Damond. Freeman’s office says he will continue his two-year-old policy of making the decision whether or not to bring charges in officer-involved shootings. The Star Tribune reports that several witnesses have been subpoenaed before a grand jury as part of the investigation. Freeman says because grand jury proceedings are secret, he cannot comment on subpoenas or testimony before a grand jury. In December, Freeman criticized B-C-A investigators for not bringing him enough evidence to charge Noor. Minneapolis Mayor Jacob Frey said today of Freeman’s decision “arriving at the right decision requires the right facts and complete truth. No institution – including the City of Minneapolis – should stand in the way of uncovering that truth.”
