(St. Paul, MN) — A federal judge has ordered the state to promptly evaluate all those in custody under its Sex Offender Treatment program and release those who no longer pose enough risk to public safety to be detained. It comes after a meeting last summer between U-S District Judge Donovan Frank, Governor Mark Dayton and a number of other stakeholders. No agreement on changes to the program came out of that closed-door session, the judge held a court hearing and now has issued a ruling. The Dayton administration disagrees with the judge’s ruling that Minnesota’s Sex Offender Treatment Program is unconstitutional and has said all along that it will appeal. BW at the Capitol.
