A Saint Paul man is charged with second-degree murder, after an umbrella fight Sunday afternoon at the Hmong Freedom Festival in Saint Paul escalated to gunshots. Prosecutors allege 27-year-old Nougai Xiong fatally shot Jacky Vue in Como Regional Park. A gang member told police the fight was between competing gangs. The defendant’s 28-year-old cousin from La Crosse, Wisconsin is also charged with aiding an offender.
The victim recently graduated from Gordon Parks High School. One of his sisters told the Pioneer Press her brother was not in a gang.
