A Chicago man that a Saint Paul snowplow driver found in a snow bank with duct tape over his mouth and around his wrists is facing federal charges for faking his own kidnapping to try to gain citizenship. Investigators say 45-year-old Alejandro Cortes described his alleged abduction in Chicago, claiming he received threatening text messages. Authorities traced them to a person who said Cortes faked the kidnapping so he would be considered a crime victim and could then obtain a visa to stay in the U-S.
