Ramsey County prosecutors say while the circumstances of the case are very disturbing, Minnesota law states that a child under age 14 cannot be charged with a crime and they will not be able to ask the court to certify the defendant as an adult. But prosecutors say they have filed a delinquency petition, which “does allow the Court to order a lifetime registration as a sex offender should there be an adjudication in juvenile court.”
