The Minnesota House on a unanimous vote late Thursday passed a bill to broaden the “Ted Foss Move Over Law”, requiring drivers to slow down when encountering emergency, maintenance, utility or construction vehicles on the side of roads with only one lane in the direction they’re going.
“This bill can save lives and I’d really appreciate members’ support,” said bill sponsor, Preston Representative Greg Davids. Maple Lake Representative Marion O’Neill also spoke in favor of the bill saying “I just wanted to rise to acknowledge Ted Foss’s life. He was my classmate at the Bagley High School. My brother, [Faribault] Representative [Brian] Daniels and I both went to school with him.”
State Trooper Ted Foss was struck and killed by a semi while conducting a traffic stop in August of 2000 on Interstate 90 near Rochester. Current law addresses roads with two or more lanes each direction, requiring drivers when possible to move over one or more lanes when passing stopped vehicles.
