The state Senate debates and votes on a bill today that backers say will clarify the state’s new buffer law, designed to control runoff into lakes and streams. The D-N-R has been mapping public waters and ditches, but there was disagreement about whether the new law also requires buffer zones for private ditches. Last January, Governor Mark Dayton said although he was “deeply disappointed,” he ordered the D-N-R to stop mapping private ditches. But backers of the buffer bill says there’s still uncertainty and legislation is needed to clarify certain aspects of the new law.
