The Minnesota Supreme Court has upheld a lower court decision to release serial rapist Thomas Duvall, who was locked-up in the state’s Sex Offender Treatment Program after serving his prison sentence. Human Services Commissioner Emily Piper says out of concern for public safety, she opposed Duvall’s release at every turn and “now that all appeals have been exhausted, we will carefully supervise and monitor Mr. Duvall.” It’s expected he’ll be released this fall to a secure group home in the Twin Cities and will have to wear a G-P-S tracking device. Duvall raped a teen girl in 1978, raped two more girls days after he was released from prison, then raped another teenaged girl right after finishing his second prison sentence. Duvall’s attorneys asked the court to focus on his success in treatment rather than his violent past.
