A 25-year-old Columbia Heights man charged with murder at a Minnetonka park-and-ride ramp makes his first court appearance today. Marcus Hallmark is accused of shooting and killing his sister’s boyfriend, 32-year-old Thomas Russ of Minneapolis. Officials say Hallmark was working on fixing a flat tire with Russ in the ramp last Friday when Hallmark fired two shots at Russ before fleeing on foot. Hallmark’s sister and another female witness were in the car at the time of the shooting. Police later tracked Hallmark to a swamp, where they arrested him and recovered a handgun, which was later traced to a burglary in Farmington.
