Backers are scaling back plans for passenger rail service between Duluth and Minneapolis to improve the project’s chances of approval. MN-DOT’s Frank Loetterle (LETTER-lee) says instead of eight round trips daily at speeds up to 110 miles an hour, there would be four round trips at up to 90 miles an hour. Loetterle says they’ve dropped plans for 50 miles of dedicated passenger track, one of the most expensive pieces of the project. The line is dubbed the “Northern Lights Express.”
