State Representative Ilhan Omar says she’s “deeply heartbroken and disturbed” by the death of Justine Damond, the unarmed woman from Australia shot and killed by an officer in southwest Minneapolis. Officer Mohamed Noor, like Representative Omar, is of Somali heritage, and Omar says, quote, “the current officer training program indoctrinates individuals of all races into a system that teaches them to act first, think later, and justify with fear.” She says changing the body camera policy won’t solve the inherent problem and what is needed is “a complete shift in the culture of the police department, away from the use of lethal force and deadly weapons.” Omar says the shooting is “another result of excessive force and violence-based training for supposed peace officers.”
