Drivers heading to Minnesota’s busiest sports and entertainment venue have one less headache this new year. Following major construction throughout 2015, officials in St. Paul say Kellogg Boulevard is open again near the Xcel Energy Center. Two bridges supporting the street along the river bluff were shored up this fall allowing traffic to flow through once again. That is, until spring, when crews will resurface the street.
