Minnesota has a nearly 1.9 billion dollar budget surplus according to the latest forecast released today. Governor Dayton had been anticipating good news. Senate Republican Leader David Hann says lawmakers should immediately approve the roads and bridges plan put forward by Republicans in the 2015 session and give the rest of the surplus back to taxpayers.
