Lawmakers are leaving the State Capitol for their Passover and Easter break, having drawn clear battle lines on top issues. Senate Republicans passed a permanent tax cut package which also would totally eliminate state income tax on Social Security benefits. House Democrats say the G-O-P plan benefits the wealthy and they’re focusing on tax cuts for low- and middle-income Minnesotans, with a good chunk of the budget surplus then remaining for public schools — a big point of contention with Republicans who want more accountability for results. The two sides also differ markedly on public safety: Republicans say crack down on crime, Democrats stress prevention and police accountability.
