Governor Mark Dayton holds a news conference (11am) to push his plan to continue pre-kindergarten programs in Minnesota. There’s a House hearing (1pm) on cutting the MNsure tax and modifying the state-run health insurance exchange. There’s a Senate hearing (1pm) on eliminating rank-choice voting in Minnesota elections — the system Minneapolis and Saint Paul used to elect their new mayors last November. And there’s a hearing in the House this afternoon (3pm) on a controversial bill that would give Enbridge the go-ahead to upgrade its Line 3 pipeline.
