Two brothers have been arrested — one in Florida and the other in Texas — in the fatal shooting of an off-duty Saint Paul firefighter in his home two weeks ago. The Star Tribune reports the men, ages 36 and 39, are being held on suspicion of second-degree murder. Investigators haven’t said what led to the death of 36-year-old Thomas Harrigan. He reportedly was struggling with substance abuse after military service overseas.
