Republicans move five police reform measures through committee this morning, cueing them up for likely votes this afternoon in the Minnesota Senate. Most notable is a bill to modify police use-of-force restrictions, banning chokeholds and other neck restraints, requiring officers give the sanctity of life paramount importance, and mandating that an officer intervene if another officer is using excessive force. Senate Democrats want to go much further and, following House Democrats’ lead, have introduced 21 bills — including a ban on warrior training… allowing Minneapolis and Saint Paul to require officer residency… and changing arbitration rules for fired officers who are challenging their termination.
