(Ramsey, MN) — Anoka County authorities are identifying the three family members who died in a reported shooting Monday in Ramsey. Sheriff’s deputies found 33-year-old Jessica Frank of Monticello and nine-year-old Solara Frank dead inside a vehicle in Rum River Central Park. Four-year-old Laiken Frank was taken to a hospital and died of a gunshot wound to the head. No other information has been released. Investigators are still looking into the incident.

Trial evidence says a Carlton County Sheriff’s Office deputy executed a traffic stop on 35-year-old Shue Moua after witnessing erratic behavior behind the wheel early on March 2nd, 2023. Moua presented an expired Wisconsin driver’s license, admitting to no valid license or insurance coverage, and displayed signs of impairment, confirmed by failed sobriety field tests. A search of Moua’s person turned up $634 in cash, and nearly two pounds of meth and unused plastic baggies were found in her vehicle. Moua’s sentencing will be scheduled at a later date.
